Most ordinances and resolutions are introduced at a Council meeting and remain under consideration until Council takes final action.
In many cases, an ordinance is read at three separate Council meetings before it can be adopted. This "three-reading" process gives Council members and the public additional time to review the proposal and ask questions.
Ohio law also allows Council to adopt legislation as an emergency measure when immediate action is necessary to protect the public health, safety, or welfare, or when another valid legal reason exists. Emergency legislation becomes effective immediately upon adoption and requires approval by the number of Council members required by law.
Each item on this page identifies its current status—such as First Reading, Second Reading, Third Reading, or Adopted—so you can easily follow its progress.
